That is the first studio version of the Doctor Who theme by Orbital. It is on the album "The Altogether'' and can be found on disc 1 at track 7 titled "Doctor?"
The Troughton sample is found on the live Orbital version which was bootlegged and distributed on the web. The two versions are nearly identical with only the difference of a; recording quality is better in the studio (duh) and b; the aforementioned sample is only on the bootleg. I have both. Contact me if need be.

Personally, I think the webcast is kind of crappy. The Shalka themselves are good monsters, but the dialogue, acting and animation are pretty dire IMO.
However, the DVD will be released in the US, so you don't need special conversion to see it.
