1)because the people in walmart dont know how to make a schedule. my best friend works in one and every time i go to see her, theres either the situation your talking about or 15 people and a gazillon people to ring you up.

its probably the way the do their inventory...
one of the reasons im a fan of just-in-time book keeping, it allows places to be stocked in situations like this one.
