I would suggest making one, especially this time of year. Go to Walmart; there's an endless selection of Halloween fabric, both prints and for costumes, and lots of patterns. I would think that the pattern for a cloak was fairly simple, but if you couldn't do it yourself, there's a few people here that will do it for you, perhaps for a small fee? Not sure on that one.
Or you could buy a moderatly cheap one intended for a costume. As long as it is a high-quality costume. I'm assuming you don't want a nylon one with a zig zag border, lol.
If money isn't an object, there are several online goth stores that sell some very beautiful ones, but be careful ordering from the internet.
Hope this was helpful?

I had one made & it took forever! If you're just wanting one for Halloween, go to party city or some online costume place. If you really want a nice one, find a steamstress & wait.

Actually, Party city's a really great place to look for costume pieces. The best part about it is, you can go gather all the pieces you want to consider from around the store, compare them together, choose what you like, and then just leave the rest on any rack or shelf.. They don't mind at all!

LOL
I think he was joking.
I HATE going to party city. I'm trying to convince my son to be anything but a samurai. I've already suggested we make a Gir (invader zim) costume or try to make a Samus (sp?) from Metroid costume.
I wish he'd be Harry Potter. It'd be perfect.
