I think it's a good idea. If he follows through then it will be a really great thing for the environment and really bad for the corps that piss me off with thier commecialism and manipulation.

You can't actually declare something yours just because no one else has claimed it as theirs. As far as land borders and the like go, if you want to really break it down, the clouds would be part of the country whose air space they currently reside in. If you have military and governing control over that air space, you pretty much would own those clouds. As far as any possible law suits, they're not possible. Air quality control is dictated by the countries controlling aforementioned airspace. The United States has certain regulation of how much of given pollutants can be released, those sorts of things. And the EPA can fine organizations that don't adhere to these standards, but there is no precedent for private law suits in that respect.
