But, that is why prices jumped so high last time..... people panicked and ran out to fill their tank......

.. which is why I filled my tank today before the news sets in and more people rush to the pump all at once. Prices are probably going to skyrocket this weekend.

I think that's what he means: People are going to do that anyway. Fill up before they do.
